​Abu Dhabi is striding confidently within the context of ambitious strategies for economic and social advancement. The indicatory signs of such advancement have shown distinct dimensions during the past years. On the basis of this uniqueness and the privacy of the Emirate of Abu Dhabi, and the desire to keep pace with global developments, comes the endeavor of the Studies Directorate for issuing the first “Human Development Report for the Emirate of Abu Dhabi”   to monitor trends in overall human development in the emirate, and determine its future course, and contribute to policy formulation in development issues at the national level. Where, it is sure to launch first “Human Development Report for the Emirate of Abu Dhabi “ in 2010,  with its contents expectedly covering, trends, various major underpinning  areas of human development, which reflect the genuineness of the emirate and its bodies and institutions  in implementing sustainable development programs; and achievement of the Millennium Development Goals, human development.  The Emirate of Abu Dhabi, as part of the United Arab Emirates, has principally achieved significant successes on the economic and social levels, in lowering the rates of infant mortality and literacy, in addition to the GDP per capita, which ranks high among the advanced nations of the world.  

The launching of the “HDR for the Emirate of Abu Dhabi”, is proposed to carry the title "The Harmony between Human Development and the Millennium Development Goals ", to ensure sustainable development, would be prepared jointly by ministries, departments, government agencies, the private sector and civil societies in addition to the United Nations Development Program. This substantiates the extent of attention given by the emirate to the development of various sectors; particularly the sustainable human development, in line with Abu Dhabi Economic Vision 2030, especially that the Emirate of Abu Dhabi has made noteworthy progress in spurring of human development indicators at various levels.

In addition, the report will reflect the many challenges that need to be dealt with during the coming period to achieve sustainable human development, including environmental challenges facing the Emirate of Abu Dhabi, especially in the rapid unprecedented economic growth witnessed by the emirate, accompanied by the population growth which will create significant challenges concerning environment preservation.  Addressing such issues, requires sound management of oil resources and revenues to ensure compliance with sustainability standards, and the transition to a diversified economy , that bypasses  the hydrocarbon economy and depends on a highly productive ,skilled,  educated and labor force.   This implies and corroborates the clear strategy set in the emirate for achieving long-term ambitions and goals of maintaining a strong, diversified knowledge-based economy to accentuate   and strengthen the competitive stance of the emirate, and bring about high standard of living for contemporary and future generations. 

Standards and tools as vehicles  for assessing  progress , may differ  according to the nature of the phases of development, as well as the advancement in  the perception  of the concept of development t itself, since the scale used in  a certain phase the process, may be limited  and does not allow to take most of the variables in account.  Hence, this report will address briefly the most important indicators of human development, with the improvement of the existing indicators to take into account the regional dimension; and the uniqueness and priorities of the Emirate of Abu Dhabi. 

The report is expected to deal with indicators and readings which probe human development issues and concerns in the Emirate of Abu Dhabi.  Most importantly,  the spectrum will cover : life expectancy at birth, education, GDP, health, child mortality, telecommunications and the Internet, publishing and culture, human rights, nutrition, poverty, basic services, economic performanc​e, social justice, environment ... etc.. 
Therefore, it is expected that the report shall provide topics to cover more than 35 detailed areas, in order to access to determine the human development index in the emirate of Abu Dhabi.​
