Ministry of Labor and Abu Dhabi Department of Economic Development sign cooperation agreement

The Ministry of labor and the Department of Economic Development signed a cooperation agreement with the aim of developing and activating the oversight role on businesses, compliance with laws and regulations of the Emirate of Abu Dhabi and exchanging and integrating of information in substantive and technical areas, legal and procedural terms. The agreement was signed at the headquarters of the Abu Dhabi Department of Economic Development by H.E. Mubarak Saeed Al Dhaheri, Undersecretary of the Ministry of Labor and H.E. Mohammed Omar Abdullah, the Undersecretary of the Department of Economic Development in the presence of senior officials from both sides. H.E. Mubarak Saeed Al Dhaheri stressed the keenness of the Ministry of Labor on striking a balance between the interests of workers and the labor market and enhancing the competitiveness of the citizens through the development of institutional performance; and Institutional and community participation and provision of excellent services. Al Dhaheri emphasized the importance of the agreement in creating a joint mechanism for furthering cooperation between the Ministry and the Department of Economic Development to set up the regulatory framework for performance of economic activities in the Emirate, with a focus on business activities in accordance with the institutional framework, consistent with the directives of the UAE Government for the enhancement of the investment environment in the country. Al Dhaheri said the agreement is intended to create a balance between the interests of employers and employees, and streamline harmony between economic interests, taking into account the importance of working together to implement the laws and regulations governing labor market on the Federal and local levels.  Undersecretary of Ministry of Labor praised the level of cooperation and coordination with the Abu Dhabi Department of Economic Development, which plays a key role in market monitoring in Abu Dhabi, with aim at creating an ideal and competitiveness business environment, in accordance with the laws and regulations governing the labor market at the State level. H.E Mohammed Omar Abdullah, the Undersecretary of the Department of Economic Development stressed the Department is committed to applying federal laws and legislation governing the labor market at the State level, as stated by the directives of the government of the Emirate of Abu Dhabi to achieve the highest levels of performance in line with international standards, provide best services and realize the objectives and goals set by the Abu Dhabi Economic Vision 2030. The Undersecretary of the Department of Economic Development said that the Department, within its duties, responsibilities, and powers for regulation, licensing and monitoring of economic activities in the Emirate, highly values the cooperation and partnership agreement with the Ministry of Labor,  The Undersecretary of the  Department of Economic Development said that the Department would work in close cooperation and coordination with the Ministry of Labor to ensure consumer and investor protection, set a perfect economic environment, provide the ideal atmosphere for local and foreign investments and enable the private sector to be the main engine of economic growth in the Emirate. According to the cooperation agreement the Ministry of Labor and the Department of Economic Development, will cooperate to ensure that all establishments in the Emirate perform the economic activities stated in the licenses issued by the Department; and the establishment cards issued by the Ministry. The cooperation agreement between the two sides provided for joint efforts to ascertain the extent to which licensed establishment will comply with application of federal and local laws and regulations, especially those concerning practicing of licensed activities in accordance with the Labor Law and its implementing decisions. The joint cooperation agreement between the two sides also included setting a common mechanism to facilitate monitoring and inspection procedures of installations, which would help limit the number of violation s of labor law and, and the regulations of practicing economic and commercial activities and help find appropriate solutions to these issues. The two sides also agreed to further cooperation in organizing workshops, launching joint monitoring campaigns against violators and imposing appropriate penalties in accordance with the laws and regulations of the State.  The Ministry of Labor and the Abu Dhabi Department of Economic Development stressed the importance of cooperation in activating electronic link for continuous exchange of the intelligent inspection system data of the Ministry of Labor; and the exchange of detailed information regarding licensing of the establishments, activities, owners, Geographic locations, monitoring and inspection.  According to the agreement, the Ministry of Labor and the Department of Economic Development should periodically provide each other with lists of establishments in the Emirate of Abu Dhabi and enhance cooperation between the inspectors of the Department and Ministry to enable conducting periodic inspection of establishments to make sure of their abidance by laws and regulations and curb illegal practices. The two sides are working on the preparation of an annual informative booklet to be distributed to all commercial establishments to inform them of the most important commitments and obligations under the laws, rules and regulations of the State and related sanctions. Under the agreement, a Joint Committee from the Ministry of Labor and the Department of Economic Development will be formed to follow up the application of the terms of this agreement, submit any proposals related thereto, prepare periodic reports on monitoring and inspection of establishments including the listing of all violations, and obstacles facing joint inspections. The committee shall submit recommendations and appropriate proposals to the two parties.
