Abu Dhabi Department of Economic Development (ADDED) has already extended e-linkages with a number of federal and local government entities in preparation for the forthcoming launching of Abu Dhabi Business Center, the one-stop shop to provide under-one-roof multiple services for clients, businessmen, and strategic partners in fields of commercial licensing, information and public services for economic activities in the emirate.The Department has completed e-linkages procedures with five government agencies, namely, the Supreme Petroleum Council (SPC), Abu Dhabi Municipality, Al Ain Municipality, the Western Region Municipality, and the Department of Transport in Abu Dhabi. This stage is an important step aimed at activating e-linkage with relevant authorities concerned with business licensing procedures and transactions, which will allow transferring transactions electronically to the relevant entities for obtaining approvals for economic activities and other required actions.
ADDED is currently embarking on the completion of e-linkage with more than 40 federal and local government units, smooth easy transactions and fast electronic transaction for clients, with concerned authorities. The Business Center will stand as a one window for commercial licenses transactions; which will reduce paperwork duplication and save time and effort spent on getting services.H.E. Mohammed Omar Abdullah, the Undersecretary of the Abu Dhabi Department of Economic Development, emphasized that ADDED is keen to improve and enhance the business environment, by launching of Abu Dhabi Business Center, in order to achieve one of the goals of Abu Dhabi Economic Vision 2030, to shift to e-government, and contribute to the creation of a more competitive business environment, in which distinct e-government services focus on clients' easy access to business services.H.E. the Undersecretary of the Department pointed out that the activation of the Business Center would contribute to improving the overall performance of the economic activity; and provides high service standards expected by businessmen and investors at the local and international levels.The Undersecretary said that upon the completion of the Center's e-linkage with more than 40 federal and local government units in 2013, ADDED would advance and development the business licensing procedure, to ensure achieving the highest levels of clients satisfaction, especially that this project will create a sound, up to date statistical and information base, which will in turn help stakeholders to keep pace with laws, regulations, requirements and procedures, related to commercial activities in the emirate.H.E. Mohammed Omar Abdullah said that the Department of Economic Development Strategic Plan 2011-2015, focuses on expanding economic diversification, setting a more balanced production base and strengthening the structure of business sectors; which prompted intensifying cooperation and coordination between ADDED and other federal and local government departments. The Undersecretary pointed out that this step comes in line with achieving future goals set by the plan.His Excellency confirmed the dedication of Abu Dhabi Department of Economic Development, to set an ideal business environment in the Emirate of Abu Dhabi, in line with the directives and policies of the government to provide the best environment for investors and businessmen, and attain sustainable development, as stipulated by the Economic Vision 2030. Mohammed Omar also praised the level of cooperation extended by local and federal government units, and the strong partnership aimed at raising the standards of the business environment to match best international levels; facilitating procedures for issuing commercial licenses, saving time and cost, speeding up transactions, enhancing performance, ensuring quality, taking into account the technical aspects of all forms of economic activities licenses.The Undersecretary of the Department of Economic Development, enthusiastically expressed hope that the Emirate of Abu Dhabi in 2013, will achieve advanced ranks in the World Bank classification of best cities, in terms of ease of doing business; under the quest of ADDED to provide a sound package of measures and reforms, which includes the advancement of business licensing electronic systems.H.E Mohammed Munif Al Mansouri, Acting Executive Director, of Commercial Affairs Sector, for his part, said that Abu Dhabi Business Centre will offer quality service in key areas; which cover business registration and licensing services, business supporting interactive services; advisory and consultative services for companies and investors, supplying information to clients and customers, in coordination with government units, and business community-related information centers in the emirate. He emphasized that this will help decision makers, and strengthens the strategic investment decisions relating to firms and institutions.The Acting Executive Director, of Commercial Affairs Sector, Al Mansouri said that the ADDED aims at improving services and business environment for investors in domestic market, by reducing the time required for issuance of business licenses, completion of all transactions under one roof, reducing costs, and facilitating investment. Al Mansouri explained that the Department of Economic Development has set a schedule for next year to complete e-linkage with more than 40 local and federal government entities, having already established electronic links in areas of business licensing with 5 government departments.Al Mansouri said that the total number of transactions transferred to each of the previous parties till the end of November 2012, amounted to 2836 transactions. The Supreme Petroleum Council (SPC) received 1086 of these transferred transaction, 899 went to the Department of Transportation, 16 to the Western Region Municipality, 244 were transferred to Al Ain Municipality and 690 transactions were sent to Abu Dhabi Municipality.Al Mansouri said that Abu Dhabi has achieved unprecedented levels of development in its business environment, and has been able to build up its administrative and human resources commensurate with set objectives. He added that the number of commercial activities registered at the level of the Emirate of Abu Dhabi until the end of November 2012, reached 105,294 commercial activities.The e-linked five government units praised the initiative to develop the business environment in the emirate; emphasizing that such projects, would advance the quality of services provided by government agencies, for the enhancement of the business environment in Abu Dhabi and the UAE at large.Government entities confirmed their commitment to participate with Abu Dhabi Department of Economic Development in its ambitious development endeavors, and provide all kind of support, to realize the goals of Abu Dhabi Economic Vision 2030, as an important milestone in achieving the overall vision of the strategy of the UAE federal Government.The total number of new business licenses issued by Abu Dhabi Department of Economic Development - until the end of September 2012 reached 5886 licenses, bringing the number of total licenses registered to 105,294 licenses. Renewed licenses during the same period totaled up to 50,090 commercial licenses.According to legal status, the Commercial Licenses Index revealed that the “ establishments “ category transactions accounted for the largest share of transactions during the same period of this year with 4079 new licenses, followed by “limited liability companies” with 1242 new licenses and “companies branches” with 535 new licenses.The Index pointed out that the movement of new transactions during the first nine months of 2012, witnessed the registration of 2 private shareholding companies, 18 public joint stock companies, 2 cooperative societies, 7 general partnership companies, one limited partnership company and one professional company.On the other hand, renewed licenses during the first nine months of 2012, covered 33091 establishments, 10485 LLC companies, 5993 company branches, 41 private shareholding companies, 49 public shareholding companies, 31 professional companies, 28 crafts licenses, 7 cooperative societies, 233 general partnerships and 208 limited partnership companies. In January and July 2012 the Commercial Licenses Index, recorded the highest rate in the movement of commercial licenses transaction, as the number of new licenses issued in January reached 768 licenses, while renewed licenses amounted to 6248 license. The number of new licenses issued in July was 744 new licenses, and renewed licenses reached 6364 licenses.Abu Dhabi Department of Economic Development has launched a number of initiatives during the current year 2012, with purpose to activate electronic procedures associated with commercial activities in the Emirate of Abu Dhabi; most importantly the GIS packages – of geographic information and spatially enabled e-government services for economic and commercial activities in the Emirate of Abu Dhabi. This initiative came within the keenness of ADDED to provide spatial data for commercial activities, as an important part of the strategy for shaping business features in Abu Dhabi; which will also aid and support the Government efforts to achieve the objectives the Econ0mic vision 2030, by enhancing the business environment in the emirate, facilitating the flow of spatial economic data and information, and providing easy access to information by all categories of investors and the general public.The website of the Abu Dhabi Department of Economic Development “www.ded.abudhabi.ae offers information on 6 spatial sites for commercial licensing services. This covers ADDED branches and offices on the map of Abu Dhabi, and allows searching for commercial licenses on map sites, and searching for data concerning contractors, and engineering consulting offices. It allows also accessing sites of various local and federal government departments in the emirate, and enables access to relevant websites, providing business service, as well as downloading of required documents. In this context, ADDED has launched during the current year 2012, an online enquiry service for commercial licenses G-2-G to facilitate easy access to data and information on business licenses by all government bodies in the emirate.This initiative goes in line with the principles of the Department of Economic Development to support the efforts of the Government of the Emirate of Abu Dhabi, to switch to e-government, in cooperation and coordination with “Abu Dhabi Systems and Information Center”, to upgrade and advance e-services provided by ADDED to all government entities.Abu Dhabi Department of Economic Development is currently working on the activation of a package of e-services related to electronic business licensing transactions, thereby contributing to further ease and facilitate procedures for clients, businessmen and stakeholders; to set off customer and clients service in ADDED’s branches and centers in all regions of the emirate.
